Noel Active Transportation Plan
The City of Noel, Missouri, has officially adopted its Active Transportation Plan (ATP), marking a significant step toward enhancing mobility, safety, and connectivity for all residents. The plan, developed with input from the community and key stakeholders, outlines strategies to improve infrastructure for pedestrians, cyclists, and other non-motorized users. By identifying priority projects and emphasizing safe, accessible routes, the ATP aims to promote healthier, more sustainable transportation options while supporting the city’s long-term growth and development goals. Key features of the plan include improved sidewalks, designated bike routes, safer crossings, and traffic calming measures that align with the city’s vision of becoming a more walkable and bike-friendly community.

In addition to adopting the ATP, Noel has also implemented a Complete Streets Policy, further reinforcing its commitment to inclusive transportation planning. The Complete Streets approach ensures that future transportation projects will be designed to accommodate all users, regardless of age, ability, or mode of transportation. This policy prioritizes creating safer streets by integrating pedestrian and bicycle facilities, enhancing public transportation options, and improving overall accessibility.

Positioning for a Regional Bike-Pedestrian Network
By adopting both the ATP and the Complete Streets Policy, Noel is also positioning itself to become a key hub in a future regional bike-pedestrian network. The city aims to connect with neighboring communities such as Pineville, Anderson, Joplin, and Northwest Arkansas, ultimately establishing seamless multi-modal links across the region. This regional vision will not only expand transportation options for residents but also promote tourism, economic development, and healthier lifestyles. As Noel takes the lead in creating a more accessible and connected community, its efforts lay the groundwork for a collaborative network that will benefit communities throughout Southwest Missouri and beyond.

Human Services Transit Plan Nearing Completion
The updated Human Services Transit Plan for Southwest Missouri is nearing completion and is expected to be finalized in the next couple of months. This plan assesses the region’s transportation needs for older adults, individuals with disabilities, and low-income populations while identifying strategies to enhance mobility and access to essential services. Through extensive stakeholder engagement, public surveys, and data analysis, the updated plan reflects the current challenges and opportunities in meeting the transportation needs of underserved communities. The plan highlights priority projects, coordination strategies, and potential funding sources to improve transportation access and efficiency across the region.

​Once finalized, the final draft of the Human Services Transit Plan will be presented to the Transportation Advisory Committee (TAC) for review and a formal resolution to adopt the plan. Adoption by the TAC ensures that the recommendations and strategies outlined in the plan align with regional priorities and are supported by key stakeholders. This plan will serve as a guiding document to secure funding and implement solutions that address gaps in transit services while promoting inclusivity and mobility for all residents.
