2025 Regional Transportation Plan
The Harry S Truman Coordinating Council (HSTCC) is proud to announce the completion of the 2025 Regional Transportation Plan (RTP), a comprehensive roadmap that guides future investments in the transportation network across Barton, Jasper, Newton, and McDonald counties. 👉 [Click HERE to View or Download the Final Plan]

The RTP is a vital document that identifies key transportation priorities for the region — including highways, bridges, public transit, pedestrian and bicycle facilities, freight corridors, and safety improvements. It reflects the collective vision of local communities, transportation partners, and stakeholders to create a transportation system that is safe, efficient, accessible, resilient, and supportive of economic growth.

The 2025 RTP addresses:

Current conditions and future needs for roads, bridges, and multimodal infrastructure

Strategies to enhance traffic safety and reduce roadway fatalities

Support for expanding public transit and rural mobility services

Preservation of existing assets through maintenance and rehabilitation

Economic development connections that link businesses, freight, and communities

Sustainability and resilience planning for climate impacts and system durability
The development of the RTP included extensive public outreach, coordination with city and county governments, collaboration with the Missouri Department of Transportation (MoDOT), and input from the HSTCC Transportation Advisory Committee (TAC).
Ongoing Updates
Transportation planning is a dynamic process that must adapt to changing needs and emerging opportunities. Beginning in Spring 2026, the HSTCC will update the Regional Transportation Plan annually. These updates will allow the plan to stay responsive to local priorities, new funding programs, technological advancements, and the results of completed projects.
We encourage community members, elected officials, and transportation partners to stay engaged and to share feedback throughout the year. Together, we can build a transportation future that supports all residents, businesses, and travelers in southwest Missouri.

We’re proud to share that the final Vision Zero Traffic Safety Plan for Southwest Missouri has been formally adopted by Resolution #2025-0006 by the Transportation Advisory Committee (TAC) on April 21, 2025. This comprehensive plan outlines clear strategies and targeted goals to eliminate traffic fatalities and serious injuries across Jasper, Newton, Barton, and McDonald counties.

This milestone reflects months of collaboration, data analysis, and valuable input from community members, local leaders, and regional stakeholders. We extend our deepest thanks to everyone who helped shape this plan and ensure it truly reflects the needs of our communities.

Over the coming months, I will be conducting site inspections across all four counties to further assess roadway conditions and identify emerging safety issues. The data collected will be incorporated into a future amendment to the Vision Zero Plan, allowing us to respond to evolving needs and local priorities. Southwest Missouri’s Vision Zero Traffic Safety Plan
2025–2030 Human Services Transit Plan Adopted
The 2025–2030 Human Services Transit Plan for Southwest Missouri has been formally adopted by the Transportation Advisory Committee (TAC) on April 21, 2025. This updated plan builds upon the foundation of the 2017 Human Services Transit Plan, offering a forward-looking strategy to improve mobility for older adults, individuals with disabilities, and low-income populations across the region.

Through comprehensive stakeholder engagement, public surveys, and in-depth data analysis, the plan reflects current transportation challenges and identifies practical opportunities to enhance access to essential services. It prioritizes:

Inter-agency coordination strategies to improve efficiency

Funding sources and recommendations to support implementation
With TAC’s adoption, the 2025–2030 plan now serves as the region’s guiding document for human services transportation planning. It will support efforts to secure funding, align local initiatives with state and federal priorities, and implement equitable transit solutions that promote accessibility, independence, and quality of life for all residents.
