What is it?
Hazard mitigation focuses on reducing the loss of life and property by minimizing the impact of disasters before they occur. It involves identifying risks, implementing measures to protect communities, and developing strategies to lessen the effects of natural and man-made hazards. Proactive hazard mitigation planning ensures that communities are better prepared to withstand future emergencies and recover more quickly.
What do we do?
The Truman Council obtains and administers grant opportunities for a wide variety of hazard mitigation projects. We also assist in developing hazard mitigation plans, conducting risk assessments, providing technical assistance, and promoting community resilience. Our efforts include collaborating with local communities to implement mitigation strategies that enhance safety and preparedness.


Our Services

Public Engagement & Outreach
Community involvement is essential in hazard mitigation planning. We design and distribute surveys (both online and paper), facilitate public meetings, workshops, and stakeholder input sessions, and prepare outreach materials to increase public education and awareness about mitigation efforts.
Risk Assessment
Understanding potential threats is key to developing effective mitigation strategies. We analyze local hazard risks such as flooding, severe storms, drought, and wildfires. Our team gathers and maps hazard data (GIS support available) and identifies vulnerabilities in critical infrastructure and community assets to help communities prioritize mitigation actions.
Hazard Mitigation Plans reduce loss of life and property by minimizing the impact of disasters. We assist counties, cities, and school districts in developing FEMA-approved Multi-Jurisdictional Hazard Mitigation Plans (MJHMPs). Our services include identifying local hazard risks, updating plans every 5 years to maintain FEMA/SEMA funding eligibility, and providing technical guidance to ensure compliance.

Grant Application & Administration
Securing funding for hazard mitigation projects is critical. We assist communities in identifying eligible mitigation projects and provide technical support for FEMA Hazard Mitigation Assistance (HMA) grants. Additionally, we help track and maintain eligibility for federal and state mitigation funding through FEMA and SEMA.
