In 1965, the Missouri Legislature enacted the State and Regional Planning and Community Development Act. This Act, which appears as Chapter 251 of the Revised Statutes of Missouri (1969), created the Missouri Department of Community Affairs. The Act also authorized the governor to create regional planning commissions upon the petition of local governmental units. If the Governor finds that, there is a need for a regional planning commission, and if the governing bodies of local units within the proposed region include over 50 percent of the population of the proposed region, then the governor may create the regional planning commission.
The Harry S Truman Coordinating Council (HSTCC) is a quasi-governmental, not for profit regional planning commission. HSTCC has provided services to our communities since 1991. Member governments of the Council include cities and communities in our five county districts – Barton, Jasper, Newton, McDonald and Vernon.
One of our primary goals is to provide the best use for limited resources, in order to meet local needs, such as with our Region M Solid Waste Management District grants. We aim to provide our member communities with a greatly improved quality of life for a reasonable investment. Our staff and community leaders organize their efforts in making decisions that affect the Region.
