Luann has a Bachelor of Science in Business Education from Missouri Southern State University. In the years prior to joining HSTCC, Luann owned and managed two local businesses for twenty years, served as City Council Alderman in Carl Junction for three terms, played a lot of golf, volunteered in several different capacities (currently on the Board of Directors for the Girl Scout Council of the Ozark Area), and, along with her husband, raised four children. Luann is the Director of Finance at HSTCC. Some of her responsibilities include financial management of HSTCC and HSTCDC; point of contact of potential renters for our HOME Rental Productions division along with their income qualifications; managing all employee benefit plans; and publishing the HSTCC newsletters. In her spare time, she loves to play with her grandchildren, travel, read, and learn new recipes to share with her friends, along with maintaining a healthy lifestyle in hopes of continuing these favorite pastimes.

Bryan has served as Community Development Specialist for Harry S Truman Coordinating Council since 2003 . Bryan holds a Bachelor of Science in Sociology, with minor emphasis in Psychology from Missouri Southern State University. His responsibilities include assisting member communities with infrastructure and housing project development and administration, community development and grant writing. The two primary programs that Mr. West possesses, a professional knowledge of and administers to projects through the CDBG Programs for infrastructure, demolition, water/wastewater, and downtown revitalization projects and the MHDC HOME Repair Program. Bryan is also registered by the State of Missouri as a Lead Based Paint Risk Assessor, and a certified Housing Rehabilitation Inspector. In his off time Bryan spends time hiking, biking and running.

Stephanie has served as Environmental Program Specialist for Harry S Truman Coordinating Council since 2007. She received her Bachelor of Science in Sociology with minor emphasis in Geography from Missouri Southern State University. Stephanie is responsible for a various tasks and duties as planner. Some of those responsibilities include program director for Region M Solid Waste District. Other duties include design and update of the HSTCC, Region M websites, working with SEMA and CDBG. When not working Stephanie spends time with her children, loves to read, and enjoys craft projects.

Gloria, joined the team in April 2008 as the new Transportation Planner. Her other assigned duties include working with RHSOC and SEMA. She has attended classes at Missouri Southern and has 11 years of experience with city government having served as court clerk, mayor, and councilwoman. When not working she entertains grandchildren, chairs a Boy Scout Troop committee, and is active in her church.

Brian RossCommunity Development Specialistbross@hstcc.org Brian was employed by the HSTCC from 1999 to 2004 and rejoined the HSTCC in December of 2008 after spending four years at the City of Joplin. His responsibilities include a wide variety of planning and community development related activities. These activities include CDBG grant writing and administration; assistance with MHDC and Joplin Consortium HOME program administration; rural transportation planning for the Transportation Advisory Council; SEMA hazard mitigation planning; and assisting communities with comprehensive planning.
Brian holds a B.S. in Community and Regional Planning, plus a minor in Real Estate, from Missouri State University. He enjoys outdoor activities with his family in his spare time, including hunting and fishing.

Housing Inspector

Bud joined the HSTCC in September 2009 as a housing inspector. His duties will include home inspection and project administration activities funded by the State of Missouri CDBG Program and MHDC HOME HeRO Program. Bud has 30 years of home inspection and project administration services experience. He retired (December 3, 2004) from Economic Security Corporation of the SW Area located in Joplin, MO after 4 years service, working in the Housing Division as the Housing Development Manager, duties included housing development, training of inspectors and Housing Quality Inspections. From 1991 to 2000 he was employed by the City of Carthage assigned to the Engineering Department as a Codes Inspector with duties of inspecting existing structures, new construction, commercial and residential and plan review of all building projects. From 1975 to 1991 he was employed by the City of Carthage assigned to the Fire Department working on a line company until promotion to Safety Officer and then Fire Marshal. Duties included pre-fire planning, inspections, fire investigation and plan review.
